Highlighter Margin Note
A marker sweep paints behind a phrase from left to right, then a hand drawn arrow strokes out from it and an italic note fades in where the arrow ends.
Also known as: highlighter text effect css, annotation tooltip, hand drawn arrow css, marker highlight hover.
Aim for about the sweet spot in a line.
